My 21" RBS has two tools also.  the large one is for the stabilizing jacks and the smaller of the two is for the electric tongue jack.  I do support the size of the head on the jack screw could vary by manufacturer.  Maybe it is that you only need one tool for both.   

I use a hardened steel lock and place a trailer ball inside the socket, after the threaded section has been cut off.  Just the ball is in the socket.  This will prevent some clown with a smaller ball from putting it in the socket and towing away.
