   Do you know any websites with free PDF tools? I only know several websites with various tools, and it's not convenient.

Doesn't any Windows OS have tools for working with the PDF format? Am I wrong here?

Which online PDF editors are considered the most effective and easy to use? I'm looking for a tool that will allow me to not only edit PDF documents but also ensure that formatting is reliably preserved and that I can easily work with various text and image elements. If you have experience or recommendations, I would appreciate your advice.
