Title: Rear Lights

Has anyone had problems with there "upper" break lights/turn lights on their Camplite?

Our lower ones work, but not the upper.

The lower lights that are on the trailer bumper are the brake/turn signal lights.  The upper lights on your trailer are what are called clearance lights.  The clearance lights indicate the width and height of the trailer and are mandated by law.

Are the clearance lights supposed to be illuminated or do they act as like bike reflectors?

They are definitely lit, not reflectors.  I would suspect that your clearance lights are on a separate wire from your brake lights and that wire has broken.
